TAUP Comprehensive Package Proposal to Temple University

DURATION: Oct. 15, 2008 to June 30, 2010

FINANCIAL EMERGENCY :

  • TAUP and Temple shall establish a joint committee to explore ways to reduce expenditures while preserving academic quality.

SALARY MINIMA

  • For all ranks and classifications: Effective July 1, 2008 – 10% over previous minima.

ACROSS THE BOARD RAISES (for all members of the bargaining unit)

  • July 1, 2008 – increase to base salary of $2100.
  • July 1, 2009, 0% increase to base salary of June 30, 2009. (If Temple University receives a restoration of cuts made by the Commonwealth of Pennsylvania in its 2008-09 appropriation, there shall be a 0.25% ATB raise of base salaries for every $½ million restored, up to a maximum of 3.25 %.)

MERIT PAY

  • 2008-09: 1% pool
  • 2009-10: 1% pool (If the restoration of funds originally appropriated is above $6.5 million, an additional 0.25% shall be added to the merit pool.)
  • Procedures as previously proposed by TAUP

PROMOTION RAISE

  • 10%, effective July 1 for any promotion for librarians and faculty, based on June 30 salary. If new minimum is applied, promotion increase is applied on top of that.

SUMMER AND OVERLOAD RATES

  • First summer session 2009, minimum of $1800 per credit hour
  • First summer session 2010, minimum of $1900 per credit hour

INCREASED COMPENSATION

  • Minimum pool each year of $100,000, distributed through transparent procedures and guidelines, which were proposed earlier by TAUP.

NTT PENSION

  • After one year of service, NTTs choosing to participate:

    Employee shall contribute 4.5%

    Temple University shall contribute 4.5%

  • (Vesting period remains at 3 years of participation; grandfathering of NTTs with more generous benefits continues)

SALARY COMPRESSION

FAIR SHARE

  • Full fair share (agency fee)

PROMOTION AND TENURE

  • Faculty-only University Tenure and Promotion Advisory Committee – half elected by Faculty Senate, half appointed by Provost. All from the bargaining unit.

NTT FACULTY CLASSIFICATIONS

  • Evaluation meetings between faculty member and Dean or Dean’s designee no later than March 1. (Same as previously proposed)

SABBATICALS

  • One per 7 tenured or tenure-track faculty. No limit on number granted in any department.
  • Faculty-only Sabbatical Committee: 12 members, all from the bargaining unit, half appointed by Provost, half selected by Faculty Senate.
  • If all leaves for eligible faculty are not used, those with fewer than 6 years (or for NTTs, 10 years) accumulated after last leave will be considered.
  • [Dropped –raising full year leave pay to 70%; reducing NTT eligibility from 10 to 9 years.]
  • Otherwise, as previously proposed by TAUP

SUMMER RESEARCH AWARDS

  • 35 awards annually. Stipend $8000 for summer 2009; $8500 for summer 2010.

PRESTIGIOUS FELLOWSHIPS AND AWARDS

  • As previously proposed, including 1-year waiting period between this type of leave and/or sabbatical.
